"双碳"目标下地热资源开发利用及发展路径研究OA

Research on the Development and Utilization of Geothermal Resources and Its Development Pathways Under the Background of Carbon Emission Assessment:A Case Study of Shanxi Province

随着"碳达峰、碳中和"目标的确定以及碳排放考核共识的逐步形成,全球能源绿色低碳转型步伐加快,地热作为一种具有稳定、可重复利用、储量丰富且应用模式多元等特性的绿色低碳能源,其开发利用无疑将为"双碳"目标的实现提供极为有力的支撑.本文研究分析总结了山西地热能开发利用发展现状,剖析了地热利用面临的发展机遇、问题及挑战,结合"双碳"背景及山西省地热能供暖实际,确定了山西省"十五五"时期地热能供暖发展目标.到2030年,地热供暖面积提升至7 000×104 m2以上,并提出了可供参考的政策建议:一是实施城市级地热资源精细化评价和区域水环境监测;二是加强政策供给,完善激励机制;三是聚焦供暖能力缺口与区域热力布局优化,加快实现地热资源规模化利用;四是加强风险管控,确保地热能开发利用健康可持续发展.

With the formulation of the goals of"carbon peaking and carbon neutrality"and the gradual formation of a consen-sus on carbon emission assessment,the global energy transition towards green and low-carbon development has accelerated.As a green and low-carbon energy source characterized by stability,reusability,abundant reserves,and diverse application models,geothermal energy will undoubtedly provide strong support for achieving the"dual carbon"goals.This research and analysis summarizes the current development status of geothermal energy development and utilization in Shanxi Province,ana-lyzes the development opportunities,problems and challenges faced by geothermal energy utilization,and determines the de-velopment goal of geothermal heating in Shanxi Province during the 15th Five-Year Plan period by combining the background of the"dual carbon"goals and the actual situation of geothermal heating in the province:by 2030,the geothermal heating area will be increased to more than 70 million square meters.In addition,it puts forward policy recommendations for reference:first,carry out refined evaluation of urban-level geothermal resources and regional water environment monitoring;second,strengthen policy supply and improve incentive mechanisms;third,focus on filling the gap in heating capacity and optimizing the regional thermal layout to accelerate the large-scale utilization of geothermal resources;fourth,strengthen risk manage-ment and control to ensure the healthy and sustainable development of geothermal energy development and utilization.
