从"+AI"走向"AI+":全球人工智能产业生态的政策体系、治理模式与经验启示OACHSSCD
From"+AI"to"AI+":Policy System,Governance Modes,and Experience Insights of Global Artificial Intelligence Industrial Ecosystem
以ChatGPT、DeepSeek 为代表的 AI 大模型正推动"+AI"走向"AI+"范式并加速催生 AI 产业生态雏形,但全球视角下的 AI 产业生态探究至今仍着墨甚少.借鉴产业生态系统理论提出 AI 产业生态理念,基于全球视角系统梳理探究国内外 AI 产业生态的政策体系且归纳典型治理模式,并总结剖析构建全球 AI 产业生态的经验启示.结果发现:首先,全球 AI 产业生态包括 AI 产业化、产业 AI 化、产业生态治理等三大要素,"+AI"与"AI+"双重生态演进路径协同进化乃至趋向混合共存并构成 AI 与产业融合共创的一体两翼.其次,全球 AI 产业生态的政策体系呈现政策内容多样化、治理范畴生态化、治理对象精细化、治理主体多元化、治理工具丰富化、政策范式从"+AI"转向"AI+"导向等特征,中国特色方案体系以及全球各方竞合共生、多边协同的政策生态和机制复合体雏形已然显现.再次,全球 AI 产业生态的治理体系已形成以美国为代表的 A 模式(强创新发展、弱监管治理)、以中国为代表的 C 模式(创新发展与监管治理两手并重)与以欧盟为代表的 E 模式(强监管治理、弱创新发展)等三足鼎立的基本格局,三种模式各有优劣、动态博弈且趋向适应性混合治理范式.最后,AI 产业生态构建应充分发挥产业界主导作用且推动多方协同共创,践行"小切口、大纵深"的产业生态战略路线并加快打通商业价值闭环,还需注重产业 AI 化与 AI 产业化有机结合、云侧大模型与端侧小模型协同融合、创新发展与监管治理动态平衡、集中式与分布式治理协同并行、开源与闭源路线混合并用、多元化生态路线并驾齐驱、国内治理与全球共治双轮驱动.
Artificial intelligence(AI)large models,represented by ChatGPT and DeepSeek,are driving the shift from the+AI paradigm to the AI+paradigm and accelerating the emergence of nascent industrial ecosystems,yet research on AI industrial ecosystems(AIIE)from a global perspective remains scarce.Drawing on industrial ecosystem theory,this paper proposes the concept of the AIIE,systematically reviews and analyzes the policy frameworks of AIIE in both domestic and international contexts,identifies typical governance modes from a global perspective,and further distills in-sights and lessons for building a global AIIE.The results reveal that:firstly,the global AIIE comprises three core elements—AI industrialization,in-dustrial AI transformation,and ecosystem governance.The dual ecological evolution paths of"+AI"and"AI+"co-evolve and even tend towards a hy-brid coexistence,forming the two wings of the integrated and co-creative development of AI and industries.Meanwhile,the policy framework for the global AI industrial ecosystem exhibits characteristics such as diversified policy content,ecosystem-oriented governance scope,refined governance tar-gets,diversified governance entities,rich governance tools,and a policy paradigm shift from"+AI"to"AI+"orientation.The prototype of a Chinese characteristic solution system,as well as a policy ecosystem and mechanism complex characterized by competitive cooperation and multilateral collabora-tion among global parties,has already emerged.Furthermore,the governance system of the global AI industrial ecosystem has formed a tripartite basic pattern:the A-model represented by the United States(emphasizing innovation and development while weakening regulatory governance),the C-model represented by China(balancing innovation and development with regulatory governance),and the E-model represented by the European Union(em-phasizing regulatory governance while weakening innovation and development).Each of these three models has its own strengths and weaknesses,enga-ges in dynamic gameplay,and tends towards an adaptive hybrid governance paradigm.Finally,the construction of the AI industrial ecosystem should fully leverage the leading role of the industry and promote multi-party collaborative co-creation.It should implement an industrial ecosystem strategic route of"small entry points,deep penetration,"accelerate the closure of the commercial value loop,and emphasize the organic integration of industrial AI transformation and AI industrialization,the collaborative fusion of cloud-side large models and end-side small models,the dynamic balance between innovation and development and regulatory governance,the coordinated parallelism of centralized and distributed governance,the mixed use of open-source and closed-source routes,the parallel advancement of diversified ecological routes,and the dual-wheel drive of domestic governance and global co-governance.
