考虑多限价约束的省间电力中长期集中交易综合评估方法OA
Evaluation Method for Inter-provincial Medium and Long Term Centralized Electricity Trading Considering Multiple Price Limit Constraints
随着跨省区电力中长期交易规模不断提高,为了规范化市场运营保障不同市场主体参与交易的利益,需要对省间中长期交易市场价格进行约束.为此,文章提出了一种考虑多限价约束的省间电力中长期集中交易综合评估方法.首先,基于现行政策要求以及省间电力中长期交易实践,提出了省间电力中长期集中交易限价方法,同时考虑申报、出清、结算不同环节耦合关系,提出了市场交易多环节组合限价模式,并构建了考虑多环节限价约束的省间中长期集中交易出清模型.在此基础上,基于量化表征方法构建了涵盖宏观整体效益、微观各省效益以及时序衔接性的省间中长期集中交易评估指标体系,并考虑电网、售电主体以及用户不同主体参与省间中长期交易利益诉求,提出了基于群决策层次分析法-熵权法-博弈组合赋权-TOPSIS的省间中长期集中交易综合评估方法.最后,通过算例验证了所提限价模式的有效性、合理性,明确了不同限价方案的排序,可为科学制定省间电力中长期交易限价策略提供决策依据.
With the continuous expansion of inter-provincial medium-to-long-term electricity trading,it has become necessary to impose limits on market prices to standardize market operations and protect the interests of diverse market participants.Consequently,this paper proposes a comprehensive evaluation method for inter-provincial medium-to long-term centralized electricity trading that accounts for multiple price limit constraints.Firstly,based on current policy requirements and practical experience in inter-provincial electricity trading,a price limitation mechanism for centralized trading.Simultaneously,the coupling relationships across the bidding,clearing,and settlement phases are accounted for,and a multi-stage combined price restriction model and a clearing model for centralized trading incorporating these price limit constraints are constructed.Furthermore,a quantitative evaluation index system covering macro-level overall benefits,micro-level provincial benefits,and temporal coordination is established.Considering the interests of grid operators,electricity sellers,and end-users in inter-provincial trading,we propose an integrated evaluation approach based on Group Decision Analytic Hierarchy Process(AHP),Entropy Weight Game Theory-based Combined Weighting,and TOPSIS(Technique for Order Preference by Similarity to Ideal Solution).Finally,case studies validate the effectiveness of the proposed price restriction model,establish a ranking of different price-constraint schemes,and confirm the rationality of the methodology,thereby providing a decision-making basis for inter-provincial medium-to long-term electricity trading operations.
