西北区域是我国重要的能源资源保障基地,在"双碳"目标下构建新型能源体系、保障我国能源安全、支撑经济社会高质量发展中发挥着重要的作用.本文结合国家能源电力政策导向开展研究,以问卷调研、实地调研相结合的方式,聚焦西北区域经济社会及产业发展基础、资源禀赋、电力现状等,梳理电力绿色转型相关政策,基于调研结果开展研究分析,总结产业发展趋势及电力发展空间,提出西北区域电力布局及结构优化路径建议.本文中西北区域主要包括新疆、甘肃、青海、宁夏、陕西五省(自治区).得出电源侧优化、系统性提升、需求侧统筹三方面十大路径,重点涵盖:加强大规模高比例新能源外送,以"风光+支撑性电源+储能"模式保障稳定外送;优化主网架结构,强化重要断面输送能力,实施电力系统调节能力优化,建设智慧化调度体系,提升配电网性能;构建"冷-电-热-汽"多能联供的智慧微电网,在高载能产业聚集区、算力中心等区域开展示范,提升需求侧协同能力,推动绿色氢基能源产业耦合发展.

The northwestern region of China is a key national energy base and plays a vital role in advancing the new energy system,ensuring energy security,and supporting high-quality development under the dual carbon goals.Based on national policy guidance,this study combines questionnaire and field surveys to examine regional economic and industrial foundations,resource endowment,and power system conditions,systematically reviews policies on green power transition,and analyzes development trends and growth potential.Focusing on Xinjiang,Gansu,Qinghai,Ningxia,and Shaanxi,the study proposes ten pathways across three dimensions—supply-side optimization,system enhancement,and demand-side coordination—including promoting large-scale renewable energy transmission through a"wind-solar+supporting power+storage"model,optimizing grid structure and flexibility,advancing intelligent dispatch and distribution networks,and developing integrated"cooling-electricity-heating-steam"smart microgrids in key industrial and computing clusters to enhance coordination and support the development of green hydrogen-based energy systems.
