在全球能源转型与"双碳"目标背景下,新能源业务由陆地向海洋拓展已成为重要发展趋势.本文以海上新能源与海洋经济融合发展为研究对象,围绕深远海风电、海上光伏、海洋能及海上综合能源岛等重点领域,系统梳理政策导向、资源禀赋与技术演进特征,并结合典型案例,重点分析海洋牧场在"能源-产业-生态"协同中的关键作用.研究采用政策文本分析、产业发展比较和工程实践归纳相结合的方法,探讨海上新能源从单一发电向综合产业平台转型的内在逻辑与实现路径.研究认为,海洋牧场作为需求创造型场景,可有效提升新能源就地消纳和系统经济性,是推动海上新能源规模化、高质量发展的重要突破口;规划设计企业通过向海洋综合解决方案提供商转型,将在新型海洋能源体系构建中发挥关键支撑作用.

Against the backdrop of the global energy transition and the dual carbon goals,the expansion of new energy business from onshore to offshore areas has become an important development trend.Taking the integrated development of offshore new energy and the marine economy as the research object,this paper systematically sorts out the characteristics of policy orientation,resource endowment and technological evolution focusing on key fields such as deep and distant offshore wind power,offshore photovoltaic power,marine energy and offshore integrated energy islands.Combined with typical cases,it focuses on analyzing the key role of marine pastures in the coordination of"energy-industry-ecology".Adopting a combined method of policy text analysis,industrial development comparison and engineering practice induction,this paper discusses the internal logic and realization path of the transformation of offshore new energy from a single power generation mode to a comprehensive industrial platform.The research holds that as a demand-creating scenario,marine pastures can effectively improve the local consumption of new energy and the economic efficiency of the system,and are an important breakthrough for promoting the large-scale and high-quality development of offshore new energy.By transforming into providers of integrated marine solutions,planning and design enterprises will play a key supporting role in the construction of a new marine energy system.
