Multi-Benefit Influencing Mechanism of Development Intensity in the Old Urban Railway Station Areas:Analysis Based on System Dynamics

TOD 模式下的混合土地利用与高密度开发原则在旧城轨道站点更新中面临多元主体利益协调的复杂挑战.本研究通过构建系统动力学模型,揭示了开发强度管控与多元利益平衡的内在机制.研究发现:首先,容积率奖励政策与公共服务设施配置存在显著协同效应,二者相互促进形成良性循环;其次,不同开发阶段各利益主体的诉求呈现动态变化特征;最后,合理的开发强度管控能有效协调交通、经济、环境等多维效益.基于模拟分析,建议将开发强度与公共服务配套挂钩,这既能满足高强度开发需求,又能保障公共利益.

The principle of mixed land use and high-density development under the TOD model faces the complex challenge of coordinating the interests of multiple subjects in the renewal of old urban railway stations.This paper constructed a system dynamics model to reveal the intrinsic mechanism between development intensity control and the balance of multiple interests.It is found that,firstly,there is a significant synergistic effect between the plot ratio incentive policy and the allocation of public service facilities,and the two promote each other to form a virtuous cycle.Secondly,the demands of the stakeholders in different development phases show a dynamic change.Finally,the reasonable development intensity control can effectively coordinate the multi-dimensional benefits of traffic,economy,and environment.Based on the simulation analysis,it is suggested that the development intensity should be linked to the allocation of public service facilities,which not only meets the demand for high-intensity development,but also guarantees the public interests.
