随着我国城市发展全面迈入存量更新时代,滨水工业遗存因兼具区位稀缺性与历史文化底蕴,成为重塑城市空间价值的关键触媒.然而,传统的活化模式常因资金难以为继、产权错综复杂及利益分配失衡,陷入"空间割裂"与"士绅化"的双重困境.文章创新性地将"土地价值捕获"(LVC)理论引入滨水工业遗存更新领域,构建了包含"价值溢出-价值漏损-价值捕获与反哺"的理论框架.以广州石围塘片区为例,深度剖析其在多元利益博弈下的价值困境.在此基础上,研究重点探讨了理论框架向机制路径的转化,提出通过空间触媒走廊重构放大溢出效应,结合发展权转移、容积率奖励与税收增额融资等本土化 LVC 工具进行精准捕获,并依托政企村协同实现利益共享.

As China's urban development has fully entered the era of stock renewal,waterfront industrial heritage has become a key catalyst for reshaping urban spatial value due to its scarce location and profound historical and cultural abundance.However,the traditional revitalization models often fall into the dual dilemmas of spatial fragmentation and gentrification due to unsustainable funding,complex property rights and imbalanced benefit distribution.This paper innovatively introduces the theory of land value capture(LVC)into the field of waterfront industrial heritage renewal,and constructs a theoretical framework consisting of"value spillover–value leakage–value capture and feedback".Taking Shiweitang Area in Guangzhou as an example,it deeply analyzes its value dilemmas under the game of multiple stakeholders.On this basis,the paper focuses on the transformation from the theoretical framework to mechanism paths.It proposes to amplify the spillover effects through the reconstruction of spatial catalyst corridors,and to conduct precise capture with localized LVC tools such as transfer of development rights,floor area ratio bonus and tax increment financing,and to realize benefit sharing through the collaboration of government,enterprises and villages.
