1931年国际联盟教育考察团来华是南京国民政府与国际联盟技术合作的一项重要内容,是民国中外教育交流史上的重要事件,也一度被当时国内舆论质疑为是"挟洋自重"的行为.通过对考察对象选定、考察行程安排、考察所需材料来源、统计数据、观点溯源等涉及报告书知识生产过程的因素梳理,可以发现国民政府主观上"借光自照""挟洋自重"的崇洋心态,基于话语政治和现实考量,借着"洋大人"的尊口说出国内教育专家老调重弹的教育问题以及改革方案,同时客观上也起到了"引石攻玉""洋为中用"的效果,进一步坚定了国民政府改革教育的倾向和决心.

The League of Nations Educational Mission to China in 1931 was an important component of technical cooperation between the Nanjing National Government and the League of Nations,and an important event in the history of Sino-foreign educational exchanges in the Re-public of China.It was also questioned by domestic public opinion at the time as an act of leveraging foreign authority for self-legitimation.By examining the factors involved in the production process of the report,including the selection of investigation subjects,the arrangement of itiner-aries,the sources of materials,statistical data,and the origins of key arguments it is not difficult to find that the National Government subjective-ly did not rule out the mentality of worshipping foreigners,seeking to enhance its own legitimacy by drawing on foreign authority.It relied on foreign experts to articulate the education problems and reform plans that domestic education experts have repeatedly talked about.At the same time,it also functioned as a means of leveraging external expertise for domestic reform,further strengthening the National Government's tenden-cy and determination to reform education.
