Mutual Adaptation Between Algorithms and Rural Society:The Construction Mechanism of the County-Level"Immediate Complaint Handling"Digital Governance Network
县域数字治理的深层困境源于算法形式理性与乡土实质理性之间的逻辑断裂.治理效能的生成并非单向度的技术控制,而是异质行动者在冲突中达成的结构性互适.算法与乡土互适的实质在于构建一套能够兼容二元逻辑的深层转译体系.通过认知、结构、动力与技术维度上的双向驯化,转译体系不仅修复断裂的治理链条,更将刚性的代码规则转化为富有弹性的乡土实践,促使技术系统吸纳乡土社会的复杂性.语义转译、层级缓冲、利益对齐与算法迭代机制,确立一种能动的中间治理形态,驱动县域治理网络从技术悬浮迈向数实共生.
The deep-seated dilemma of county-level digital governance originates from the logical fracture between algorithmic formal rationality and rural substantive rationality.The generation of governance effectiveness derives not from unidimensional technological control,but from the struc-tural mutual adaptation achieved by heterogeneous actors amidst conflict.This mutual adaptation is essentially the construction of a deep translation system capable of accommodating dual logics.Through bidirectional domestication across cognitive,structural,motivational,and technical di-mensions,this system repairs the fractured governance chain.It transforms rigid code rules into flexible rural practices while prompting the technical system to absorb the complexity of rural socie-ty.The semantic translation,hierarchical buffering,interest alignment,and algorithmic iteration mechanisms generated in this dynamic evolutionary process establish an active intermediate govern-ance form,driving the digital governance network from technological suspension to digital-real symbiosis.
