Performance Deviation and Optimization for Virtual Digital Humans in Government Services

虚拟数字人成为政府部门提升服务效能的关键驱动因素,而虚拟数字人政务服务效能偏差频频发生,严重影响公众信任.技术上受限于算法缺陷、数据质量短板与界面设计芜杂,组织上受到保守理念、部门行为与科层结构的影响,环境上出现设施与环境解耦、供给环境波动与公众认知行为不当,共同造成虚拟数字人政务服务效能偏差.事前建立主动服务、处置预案和宣传引导的防控屏障,事中借助故障隔离、分级补救与服务修复的补救措施,事后搭建知识管理、制度优化和人员培训的学习机制,确保虚拟数字人应用成功及数字政府高质量建设.

Virtual digital humans have become a key driver for enhancing service efficiency in gov-ernment departments.However,deviations in their governmental service performance frequently occur,severely undermining public trust.Technologically,they are constrained by algorithmic flaws,inadequate data quality,and cluttered interface design.Organizationally,they are influenced by conservative mindsets,departmental behaviors,and hierarchical structures.Environmentally,constraints such as the decoupling of facilities from their environment,fluctuations in the supply environment,and inappropriate public cognition and behavior collectively contribute to these per-formance deviations.To address these,a preventative barrier comprising proactive services,contin-gency plans,and public guidance must be established ex ante.In the process,remedial measures like fault isolation,tiered remediation,and service restoration should be implemented.Ex post,a learning mechanism involving knowledge management,institutional optimization,and personnel training needs to be built.These steps are essential to ensure the successful application of virtual digital humans and the high-quality construction of digital government.
