全球职业教育数字治理的重叠图景、风险挑战与中国因应OA
The Overlapping Landscape,Risks Challenges and China's Response in Global Vocational Education Digital Governance
全球数字化转型正深刻重塑职业教育治理体系,推动其迈向数智升级与结构重构的新阶段.当前,全球职业教育数字治理领域已形成由联合国教科文组织、经合组织、私营基金会与主权国家共同构成的多元共治格局,形塑了正式数字治理、非正式数字治理、新型数字治理与数字霸权治理并行的重叠图景.这一重叠图景虽是全球职业教育数字治理多边合作与功能互补的产物,但也引发了治理规则冲突、公私合作不畅与治理效能不足等系统性风险.基于此,我国应以多元主体合作推进职业教育数字治理协同,以公私共治机制激活职业教育数字治理效能,以治理规则创新弥合职业教育治理鸿沟.
The global digital transformation is profoundly reshaping the governance system of vocational education,propelling it towards a new stage of intelligent upgrading and structural reconstruction.Currently,the field of global vocational education digital governance has formed a diversified co-governance pattern composed of UNESCO,the OECD,private foundations,and sovereign states,creating an overlapping landscape in which formal digital governance,informal digital governance,new digital governance,and digital hegemony governance coexist.While this overlap is a product of multilateral cooperation and functional complementarity in global vocational education digital governance,it also brings systematic risks such as conflicts in governance rules,poor public-private collaboration,and insufficient governance effectiveness.Based on this,China should,promote diverse collaboration,public-private co-governance,and rule innovation in global vocational education digital governance,transforming the risks of overlapping governance into the driving force for coordinated governance,thereby supporting the construction of an inclusive,efficient,and sustainable global vocational education digital governance community.
