Urban development and urban governance are highly complex issues and philosophical problems of the city.They require moving beyond the formulaic dualistic approach of"consciousness versus spontaneity"and adopting a permeation-oriented mode of thinking.It is necessary to concretely grasp the civilizational and governance characteristics of different countries and regions,especially urban China.Civilization—progressing from crude and coercive governance toward civilized governance,and further toward governance civilization—represents the inherent trend of urban development and governance.However,urban governance is also deeply marked by civilizational diversity.Different countries and regions exhibit significant differences in the values and approaches to urban governance.Contemporary urban governance in China is characterized by the following:in terms of governance purpose,it is people-centered and continuously strives to realize the people's aspiration for a better life;in terms of governance structure,it integrates the Party,government,society,and market into an organic unity;in terms of governance methods,it combines laws,regulations,customs,and emotions in an organic manner;and in terms of governance principles,it adheres to long-termism,holism,overall coordination,and timely adaptation.Looking ahead,urban governance in China particularly needs to:adjust urban rights to improve spatial civilization;enhance the quality of urban life to refine market civilization;and activate urban emotions to advance the civilization of order.The combination of Party leadership,an effective government,an efficient market,and an empathetic society with a people-centered approach constitutes the core framework of urban governance in China.Continuously constructing urban governance and governance civilization with distinctive characteristics is of great significance for advancing urban China and the Chinese path to modernization.
