Insight Into Black Box:A Crowdsourced Algorithmic Auditing Mechanism From the Perspective of Public Participation

众包算法审计通过动员普通用户参与数据收集、问题反馈与协同验证,将分布式使用经验系统性纳入审计过程.平台响应呈现"高结构、低层级"特征,由平台主导审计流程,公众参与限于数据输入;用户驱动体现"低结构、高层级"张力,依托公众自组织形成外部监督压力,但缺乏制度稳定性;协作共建实现"高结构、高层级"整合,平台、专家与公众三方协作达成专业性与参与深度的平衡.在中国语境下,众包算法审计形成政府引导、平台主责、公众参与的协同治理格局,以平台内置、第三方聚合、政府主导三类平台响应模式为主导.中国众包算法审计虽能快速汇聚社会反馈并触发监管介入,但公众仅作为"终端传感器"参与,议程设定权与深度审计权受限.未来应推动众包算法审计从失衡走向协同,构建分层嵌入、制度化的共治体系,实现公众从"数据提供者"向"治理共谋者"的角色转型.

Crowdsourced algorithm auditing,by mobilizing a distributed user group to observe algo-rithmic behavior and collect evidence,can effectively expand the coverage and problem identification capabilities of auditing.Through a"hierarchical-structural"dual-axis analysis framework,three typical models are identified.The platform-responsive model,where the platform leads the process,guided by compliance and efficiency,with structured but shallow public participation.The user-driven model,which emerges from the public's self-mobilization,highlighting grassroots power and external supervision capabilities,but with a relatively loose structure.The collaborative co-construction model,which integrates the platform,experts,and the public,seeking a balance between professionalism,transparency,and deep public participation in institutionalized collabora-tion.In the Chinese context,crowdsourced algorithm auditing is dominated by the platform-re-sponsive type,presenting three localized models:platform-integrated,third-party aggregated,and government-led.The advantage of the Chinese crowdsourced algorithm auditing model lies in its a-bility to quickly gather social feedback and trigger regulatory intervention.Public participation mainly plays a role through institutionalized complaint channels,and the public's role in agenda setting and in-depth auditing is still limited.The core of future development lies in promoting the three models from imbalance to synergy,and building a stratified,flexible,and institutionalized co-governance system.
