土地政策执行中农民主体性制约因素与优化路径研究OA

From the perspective of Chinese path to modernization,the coordinated evolution of land policy implementation efficiency and farmers' subjectivity construction has become the core issue of rural revitalization strategy.By constructing a three-dimensional analysis framework of"theory practice reality"and combining multiple case studies,it is found that the role of farmers' subjectivity in land policy implementation is often limited due to information barriers,low organizational levels,and traditional concepts.To this end,a"endogenous exogenous"collaborative optimization path is proposed:internally,through technological empowerment,cultural reshaping,and organizational restructuring,farmers' autonomous decision-making ability,participation enthusiasm,and innovation awareness are enhanced;Externally,the legitimate rights and interests and subject status of farmers are protected through rights reconstruction,institutional adjustment,and social support.This provides a new theoretical perspective and practical solutions for solving the subjectivity dilemma in the implementation of land policies.
