面向海洋科考船运行管理的船舶综合信息系统OA

An integrated ship information system for marine research vessel operation and management:a case study on the research vessel Tan Kah Kee

[目的]面对科考船数量增加和科考设备多样化带来的管理挑战,以及各管理模式普遍存在权责不清的管理痛点,研发一套面向海洋科考船运行管理且灵活适用于不同管理模式的船舶综合信息系统.[方法]厦门大学科考船运行管理中心基于"嘉庚"号科考船实际运行经验,整合船舶运行相关的多维信息,通过信息平台集成,自主研发了"海嘉船舶"综合信息系统.本系统采用浏览器/服务器(B/S)模式构建,在架构设计上遵循三层架构原则,并通过"平台+应用"的业务组织方式实现业务能力的复用与解耦,以适用于船舶管理单位、航运公司、船舶、船员派遣公司、各类型供应商等不同群体.同时结合贯穿硬件平台、服务组件、通信组件等各层的安全防护机制,有效解决权责不清的问题.[结果]"海嘉船舶"综合信息系统实现了对船舶的实时监控、故障预警、数据分析、资源调度、人事管理、资产管理等功能,实现对船岸资源的全面感知、智能调度和精细化管理.自投入以来,提升管理效率和决策水平,优化船岸资源的协同运作,并同时满足高校规范化管理与船舶管理公司运营模式的双重要求.[结论]通过介绍"海嘉船舶"综合信息系统,以期为同类科考船的信息化建设提供可借鉴的技术方案与管理经验,推动我国科考船运营管理向标准化、智能化发展,为全球海洋科考装备的智能化发展贡献实践智慧.

[Objective]In response to the management challenges arising from the increasing number of research vessels and the diversification of scientific equipment,as well as the common problem of unclear authorities and responsibilities in various management modes,a comprehensive ship information system for marine research vessel operation and management has been developed.This system can be flexibly applied to different management models.[Methods]Based on the operational experience of the Research Vessel Tan Kah Kee,the Marine Operation of Xiamen University integrated multi-dimensional information related to vessel operations and independently developed the Ocean Joint Integrated Ship(OJIS)information system through an integrated information platform.The system adopts a browser/server(B/S)mode,follows a threetier architecture in design,and employs a"platform+application"approach to enable reuse and decoupling of business capabilities under the main framework of an existing mature management platform.This outcome is suited for different groups such as ship management units,shipping companies,vessels,crew dispatch companies,and various types of suppliers.Meanwhile,by integrating security protection mechanisms across various layers such as hardware platforms,service components,and communication components,the issue of unclear responsibilities and accountabilities can be effectively addressed.[Results]The OJIS supports real-time monitoring,fault detection and early warning,data analytics,status tracking,resource scheduling and asset management.It achieves comprehensive situational awareness,optimized resource allocation,and intelligent dispatching of ship-shore resources.Since its implementation,the system has significantly improved management efficiencies and decision-making capabilities,optimized collaborative ship-shore operations,and reconciled standardized administrative requirements of universities with commercial operational models of ship management companies.[Conclusion]In this study,we present the design concept,key technologies,functional modules and application of the OJIS,thus offering a valuable technical solution and management reference for research vessels.Hopefully,the proposed system may contribute to the standardization and intelligence of oceanographic research vessel operations as well as support the global development of intelligent marine research equipment.
