中国海洋渔船排水舷口安全隐患与治理对策研究OA
Analysis and systemic control strategies for drainage scuppers on Chinese marine fishing vessels
排水舷口作为渔船甲板排水系统的核心功能部件,其功能可靠性直接关乎船舶稳性维持与海上作业安全.以中国海洋渔船排水舷口为研究对象,综合运用文献研究、案例剖析、规范比对以及数据统计方法,系统梳理其设计、建造、运维及监管全链条存在的安全隐患,并深入剖析其深层致因.研究发现,排水舷口面积不达标、防回流设计缺失、维护保养缺位及检验监管薄弱是安全隐患的主要诱因;据此针对性构建涵盖"标准完善、技术升级、管理强化、监管闭环"的系统性治理框架,提出细化标准规范、推广智能装备、健全运维机制、强化协同监管等对策.研究成果可为破解海洋渔船排水舷口的治理困境提供理论支撑,为提升中国海洋渔船本质安全水平与渔业安全生产治理能力现代化提供决策参考.
Scuppers serve as core functional components of the deck drainage system on fishing vessels,and their functional reliability is directly critical for the maintenance of ship stability and marine operational safety.Focusing on the safety management practice of scuppers on Chinese marine fishing vessels,this study comprehensively adopts the methods of literature research,case analysis,regulatory comparison,and data statistics to systematically sort out the safety hazards existing in the entire chain of scupper design,construction,operation,maintenance,and supervision,and conduct in-depth analyses of their underlying causes.The research finds that inadequate scupper area,lack of anti-backflow designs,insufficient maintenance,and weak inspection and supervision are the main inducing factors of safety hazards.Based on these findings,a systematic governance framework covering"standards improvement,technological upgrading,management enhancement,and closed-loop supervision"is constructed,and targeted countermeasures are proposed,including refining standards and specifications,promoting the application of intelligent equipment,improving operation and maintenance mechanisms,and strengthening collaborative supervision.The research can provide theoretical support for resolving the governance dilemma of scuppers on fishing vessels,and offer decision-making references for improving the inherent safety level of Chinese fishing vessels and advancing the modernization of safety production governance capabilities in the fishery industry.
