制度型开放对绿色低碳高质量发展的影响OACHSSCD
The Impact of Institutional Openness on Green,Low-Carbon and High-Quality Development
绿色低碳高质量发展既是加快经济社会发展全面绿色转型的内在要求,也是国家实现"双碳"目标、构建生态文明体系的战略举措,更是全球应对气候变化、促进人类社会可持续发展的应有之义,制度型开放为绿色低碳高质量发展提供新动能和新优势.在"双碳"目标下,以2009-2023年中国沪深两市非金融类上市公司为样本,采取多期双重差分法评估制度型开放对绿色低碳高质量发展的影响.研究发现:第一,制度型开放显著提升绿色低碳高质量发展水平;第二,制度型开放通过资源配置效应、环境规制效应和绿色金融效应,加快绿色低碳高质量发展;第三,制度型开放对绿色低碳高质量发展的促进作用具有显著的异质性,对于资本密集型和技术密集型行业企业、位于东部沿海城市的企业样本来说更加显著;第四,随着制度型开放的稳步扩大,上游企业在一定程度上抑制下游客户绿色低碳高质量发展,而下游客户在一定程度上促进上游企业绿色低碳高质量发展.据此提出进一步扩大制度型开放,拓展国际合作新空间;强化资源统筹配置,提升环境规制与绿色金融支持效能;聚焦政策精准发力,弥合行业与区域绿色低碳发展差距等政策建议.
Against the backdrop of intensifying global climate change and environmental challenges,as well as the accelerated evolution of the new round of technological revolution and energy transition,green,low-carbon and high-quality development has become an inevitable choice to advance the comprehensive green transformation of economic and social development and promote the sustainable development of human society.As a higher-level form of opening-up,institutional opening-up provides new drivers and advantages for green,low-carbon and high-quality development.Under the"Dual Carbon"goals,this paper uses a sample of non-financial listed companies in China's Shanghai and Shenzhen stock markets from 2009 to 2023,and adopts the multi-period difference-in-differences method to evaluate the impact of institutional opening-up on green,low-carbon and high-quality development.The study finds that institutional opening-up significantly promotes the level of green,low-carbon and high-quality development,and the conclusion remains robust after a series of robustness tests.Mechanism tests show that institutional opening-up accelerates green,low-carbon and high-quality development through resource allocation effects,environmental regulation effects and green finance effects.Heterogeneity analysis indicates that the promoting effect of institutional opening-up on green,low-carbon and high-quality development exhibits significant heterogeneity,which is more pronounced for enterprises in capital-intensive and technology-intensive industries,as well as those located in coastal cities.A preliminary exploration reveals that with the steady expansion of institutional opening-up,upstream enterprises inhibit the green,low-carbon and high-quality development of downstream customers to a certain extent,while downstream customers promote such development of upstream enterprises. Compared with existing literature,this paper makes expansions in the following three aspects.First,at the indicator level,based on coupling coordination theory and systematic scientific methodology,this paper constructs an evaluation index system for green,low-carbon and high-quality development at an early stage in China,including 4 first-level indicators(basic performance,green governance,technological innovation and low-carbon development)and 16 second-level indicators,and conducts statistical measurement and evaluation analysis using the entropy weight method.Second,at the theoretical level,a relatively unified theoretical analysis framework for the impact of institutional opening-up on green,low-carbon and high-quality development is constructed.It not only systematically explores the theoretical mechanism by which institutional opening-up accelerates China's green,low-carbon and high-quality development,but also deeply digs into the internal logic of spillover or crowding-out effects in the green,low-carbon and high-quality development of enterprises at different positions in the supply chain as China's institutional opening-up steadily expands,helping to enrich and expand theories of opening-up,institutional economics,systematic science,environmental governance,sustainable development and innovation ecosystems.Third,at the policy level,from the perspective of the"Dual Carbon"goals,this paper innovatively examines and assesses the mechanism,economic effects and realization paths of institutional opening-up affecting green,low-carbon and high-quality development,and designs a corresponding policy system on this basis,providing policy implications for China to steadily expand institutional opening-up,actively and steadily promote carbon peaking and carbon neutrality,and build a modernization featuring harmonious coexistence between man and nature. Based on the above research conclusions,this paper puts forward the following policy recommendations:first,further expand the level of institutional opening-up and expand new space for international cooperation;second,strengthen the overall allocation of resources and improve the support efficiency of environmental regulation and green finance;third,focus on targeted policy implementation to narrow the gaps in green and low-carbon development across industries and regions.
