德国智慧养老模式的经验与启示OA

With the accelerating pace of global population aging,Germany's smart elderly care model presents a core paradox of leading technology yet difficult to replicate.This paper systematically analyzes Germany's digital transformation process in medical and elderly care from 2007 to 2025,and proposes an analytical framework of institution-technology co-evolution.The sustainability of Germany's smart elderly care model does not stem from advanced technology,but relies on the institutional infrastructure comprising the dual-track system of medical insurance and long-term nursing insurance,the G-DRG coding system,the federal governance structure,and the tradition of social market economy.Through the three-stage evolution of early pilot-institutional breakthrough-comprehensive acceleration,it has achieved the in-depth integration of medical 4.0 and nursing 4.0.The study finds that the essence of Germany's experience lies in establishing technology as a supplement rather than a substitute for human care,and anchoring the value of balancing efficiency and fairness.This paper further identifies the promotable elements of Germany's experience(data standardization and system-first logic)and context-dependent characteristics(federal governance and social market economy),aiming to provide China with a differentiated pathway reference focusing on institutional adaptation rather than technological replication for its integrated medical and elderly care services development.
