宁夏水洞沟流域"8.25"洪水防御启示与对策OA

From August 24 to 25,2024,heavy rainfall and an exceedance-level flood occurred in the Shuidonggou Basin of Lingwu City,Ningxia.Overtopping risks emerged at the Zhangjiayao,Hengshanpu,and Shuidonggou check dams,as well as the tail dam of the Shuidonggou Reservoir.Under the leadership of the Autonomous Region Party Committee and Government,the water resources department strengthened analysis and judgment,scientifically formulated plans,and fully organized emergency response,protecting the lives and property of downstream residents and important infrastructure such as the Suyin Industrial Park.This paper analyzes and reviews the flood process and defense work,identifies weaknesses and shortcomings,summarizes flood defense experience,and proposes targeted countermeasures and suggestions,aiming to provide reference for responding to future exceedance-level floods.
