The quality status and influencing factors of online filings for domestically produced general cosmetics in Shaanxi Province from January 2023 to November 2025 have been analyzed.The number of registered enterprises has increased annually,which primarily concentrated in Xi'an and surrounding areas.The registered products are predominantly skincare items,with a significant rise in cosmetic and grooming categories.During the review process,six major issues were identified:unclear product categories,non-compliant formula submissions,improper implementation of standards,non-compliant labeling,substandard inspection reports,and defective safety assessments.These issues resulted in some of the registrations being returned,affecting product market entry and registration progress.Shaanxi has implemented stringent licensing controls,optimized review procedures,enhanced information disclosure,and strengthened post-market supervision.Recommendations include standardizing information submission,enforcing corporate accountability,raising public safety awareness,and leveraging industry association roles to improve regulatory efficiency and promote healthy industry development.
