"数字乡村"背景下基层治理的结构张力与制度回应OA

Against the backdrop of the continuous advancement of the modernization of the national governance system and capacity,the Digital Village Strategy has become a key driving force for the transformation of grassroots governance.Anchored in the perspectives of political science and public governance,this study explores the profound profound changes in the power structure,operation mode,and logical basis of grassroots governance under the interaction of multiple factors such as poli-cy orientation,technological progress,and social expectations,starting from the framework of'moti-vation-mechanism-predicament'.The results show that in the current practice of digital village govern-ance,problems such as insufficient technological applicability,lagging institutional construction,data security risks,and unbalanced regional development are particularly prominent.In response to these issues,policy suggestions such as strengthening digital skills training,improving the mechanism for institutional innovation in governance,and promoting coordinated regional development are proposed,with the aim of effectively addressing the challenges and institutional demands arising from the con-struction of digital villages and providing theoretical support and practical references for the moderniza-tion of the rural governance system.
