Building a Symbiotic Ecology of"Seeds"and"Forests"—Strategic Paths for the Deep Integration of Technological and Industrial Innovation

[研究目的]针对我国科技创新与产业创新深度融合中存在的"科技与产业两张皮"的结构性障碍,突破传统的"基础研究—应用研究—试验发展—产业化"的线性接力思维,从生态系统视角出发,探究构建科技创新("种子")与产业创新("森林")相互依存、相互催化、协同演进的共生生态,旨在解释并有效指导当前高度复杂、动态交互的创新实践.[研究方法]辩证分析科技创新的不确定性探索本质与产业创新的确定性构建本质,揭示二者从线性接力向共生生态演进的内在逻辑.在此基础上,系统剖析当前融合实践中存在的"死亡之谷"生态断裂、人才流动生态壁垒、企业创新主体地位虚化、资本支持生态短视及评价政策生态扭曲五大堵点.针对上述问题,相应提出系统性、组合式改革举措,精心培育和呵护"种子"与"森林"的共生生态.[研究结论]应超越简单的转化思维,推进生态化、系统化的制度重构,构建"种子"与"森林"健康共生、协同演进的创新生态系统,从而有效发展新质生产力.具体建议如下:一是强化战略协同,优化顶层设计;二是突出企业主体,构建创新联合体;三是改革评价体系,畅通人才流动;四是重塑资本体系,培育耐心资本;五是搭建赋能平台,跨越"死亡之谷".

[Research purpose]Addressing the structural barrier of"two separate tracks of technology and industry"in the deep integration of technological innovation and industrial innovation in China,this study breaks through the traditional linear relay thinking of"basic research—applied research—experimental development—industrialization".From an ecosystem perspective,it explores the construction of a symbiotic ecology in which technological innovation("seeds")and industrial innovation("forests")are interdependent,mutually catalytic,and coevolving.This framework can explain and effectively guide today's highly complex and dynamically interactive innovation practices.[Research method]Through dialectical analysis of the uncertain exploratory nature of technological innovation and the deterministic constructive nature of industrial innovation,this study reveals the internal logic of their evolution from linear relay to symbiotic ecology.On this basis,it systematically analyzes five major bottlenecks in the current integration practices:ecological rupture in the"Valley of Death",ecological barriers to talent mobility,the hollowed-out status of enterprises'as core innovators,myopic capital support ecosystem,and distorted evaluation policy ecosystem.In response to these issues,corresponding systematic and combined reform measures are proposed to carefully cultivate and nurture the symbiotic ecology of"seeds"and"forests".[Research conclusion]It is necessary to transcend the simplistic mindset of mere transformation and promote an ecological and systemic institutional reconstruction.The goal is to build an innovation ecosystem where"seeds"and"forests"coexist healthily and coevolve,thereby effectively fostering new-quality productive forces.Specific recommendations are as follows:First,strengthen strategic synergy and optimize top-level design;second,highlight the principal role of enterprises and build innovation consortia;third,reform evaluation systems to facilitate talent mobility;fourth,reshape the capital system to cultivate patient capital;and fifth,build empowerment platforms to bridge the"Valley of Death".
