[研究目的]探讨数智时代科研范式与决策范式的协同变革,揭示二者走向深度融合的内在机理,并系统分析当前阻碍"研决一体"新生态形成的关键问题.[研究方法]整合社会技术系统理论与协同演化理论,构建"驱动—变革—协同—治理"分析框架,阐释数智技术作为底层驱动力,如何引发科研范式与决策范式在认知逻辑、核心流程与组织形态上的深层变革.在此基础上,剖析二者之间通过"问题共设—方法共促—知识共创"机制实现动态耦合与协同演化的过程,并识别出核心治理挑战.[研究结论]数智技术催生了"数据密集、智能涌现、人机协同"的新认知逻辑,推动科研范式在研究方法、组织模式、评价体系与知识传播上发生系统性重构,以及推动决策范式在理性基础、流程结构与责任机制上产生根本性转变.针对制度变革滞后于技术迭代所引发的"制度适配鸿沟"问题,立足中国国情,提出了弥合制度鸿沟、促进研决协同的变革路径.

[Research purpose]The research aims to explore the collaborative transformation of scientific research paradigms and decision-making paradigms in the digital-intelligence era,reveal the internal mechanism underlying their deep integration,and systematically analyze the key constraints currently hindering the formation of the new ecosystem of"research-decision integration".[Research method]The research integrates the theory of social technological systems and coevolution theory,constructs an"driver—transformation—collaboration—governance"analytical framework,and explains how digital-intelligence technologies,as the underlying driving force,trigger deep changes in the cognitive logic,core processes,and organizational forms of scientific research paradigms and decision-making paradigms.On this basis,it analyzes the process by which they achieve dynamic coupling and collaborative evolution through mechanisms of"joint problem formulation—mutual promotion of methods—knowledge co-creation",and identifies the core governance challenges.[Research conclusion]The research finds that digital-intelligence technologies have given rise to a new cognitive logic of"data-intensity,intelligence emergence,and human-machine collaboration",promoting the systematic reconfiguration of the scientific research paradigms in research methods,organizational models,evaluation systems and knowledge dissemination,as well as the fundamental reshaping of the decision-making paradigms in their rational basis,process structure,and responsibility mechanisms.In response to the"institutional adaptation gap"caused by the institutional reform lagging behind technological iteration,based on China's national conditions,it proposes a transformation path to bridge the institutional gap and promote research-decision collaboration.
