科学家精神赋能新型举国体制:协同激励的理论机理与治理路径OA

[Research purpose]In response to the practical challenge of insufficient collaborative incentives in"large-corps operation"under the New Whole-nation System,this paper explores how the scientist spirit,as an informal constraint,is embedded throughout the process of science and technology governance to enhance collaborative innovation efficiency so as to provide theoretical support for achieving greater self-reliance and strength in science and technology.[Research method]From the theoretical perspective of the"Two Combinations",this paper constructs an analytical framework of"value embedding—behavior shaping—institutional support".Using the method of integrating logical deduction and typical case studies,it examines how the scientist spirit(with emphasis on the dimensions of collaboration and dedication)addresses collective action dilemmas and improves the efficiency of collaborative governance.[Research conclusion]The scientist spirit represents a creative transformation and innovative development realized in contemporary science and technology governance,by integrating Marxist collectivism with the"harmony and synergy"ideal of fine traditional Chinese culture.Its essence lies in taking collaboration as the linchpin to organically unify the six dimensions—patriotism,innovation,seeking truth,dedication,collaboration,and fostering talent—and facilitating the leap from a"community of interests"to a"community of mission."To deeply integrate the scientist spirit into science and technology governance,concrete policy design must be carried out from three dimensions:mission narrative construction,interest-sharing contracts,and flexible management empowerment.Only in this way can spiritual soft power be transformed into hard efficacy for collaborative breakthroughs.
