江苏省淮河水系水文站网监测体系评价OA
Evaluation of the hydrological station network monitoring system of the Huaihe River system in Jiangsu Province
水文站网是流域水资源管理、防洪减灾与水生态保护的重要基础.以江苏省淮河水系为研究对象,从监测格局、流域性河湖、区域与专项监测等方面,系统分析了水文站网的布设现状、功能适配性及存在问题,并提出针对性的优化建议.江苏省淮河水系已构建起以"三湖四道""两河一渠""五湖调蓄"为核心水体的监测主脉络和"六点五线"为关键布局的监测硬体系,流域性河湖和区域骨干河道已实现监测全覆盖.通过补齐监测盲区、升级监测设施、提高比测率定等措施,可进一步提升水文站网的精准性与服务能力,为流域水利治理现代化提供数据支撑.
The hydrological station network is an important foundation for watershed water resources management,flood control and disaster reduction,and water ecological protection.Taking the Huaihe River system in Jiangsu Province as the research object,this paper systematically analyzes the current layout situation,functional adaptability,and existing problems of the hydrological station network from the aspects of monitoring pattern,basin scale rivers and lakes,regional and special monitoring,and puts forward targeted optimization suggestions.The results indicate that the Huaihe River system in Jiangsu Province has established a main monitoring vein centered on the core water bodies of"three lakes and four channels","two rivers and one canal",and"five lakes for regulation and storage",as well as a hard monitoring system with"six points and five lines"as the key layout,and full monitoring coverage has been achieved for basin scale rivers,lakes and regional backbone rivers.By filling in monitoring blind spots,upgrading monitoring facilities,and improving comparison measurement and calibration,the accuracy and service capabilities of the hydrological station network can be further improved,providing data support for the modernization of watershed water conservancy governance.
