Scenario-based Governance for Generative AI Large Models:A Case Study of Healthcare Applications

生成式人工智能(AI)是引领新一轮科技革命和产业变革的战略性信息技术.由于AI大模型应用场景的多元性,场景治理成为适应性治理的新趋势.但如何在垂直领域内部进行场景治理,如何进行场景分类,尚缺乏充分的学理分析与实践指引.聚焦医疗这一垂直领域,创新性地构建了兼顾横向应用领域和纵向应用深度的分类模型,为场景治理提供学理性分类框架.使用多案例研究和类型学方法,研判了AI大模型不同应用场景下的技术性梗阻与非技术性梗阻,发现了不同场景中发展梗阻的共性规律和差异表现.据此,在高质量数据集供给、基础算法与关键技术攻关、分类制定社会应用规则等方面提出系统性的场景治理路径.

Generative Artificial Intelligence(AI)represents a strategic information technology that is spearheading a new round of scientific and techno-logical revolution and industrial transformation.Given the diversity of application scenarios for large-scale AI models,scenario governance has emerged as a new trend in adaptive governance.However,problems exists,such as the lack of sufficient theoretical analysis and practical guidance on how to conduct scenario governance within vertical sectors and how to achieve appropriate scenario classification.Focusing on the healthcare sector as a vertical domain,this study innovatively constructs a classification model that balances both horizontal application areas and vertical application depths,providing a theoreti-cal classification framework for scenario governance.By employing multi-case studies and typological methods,it examines the technical and non-technical bottlenecks in different application scenarios of large-scale AI models,uncovering both common patterns and differential manifestations of developmental bottlenecks across various scenarios.Based on these findings,the study proposes systematic scenario governance pathways in terms of the provision of high-quality datasets,breakthroughs in foundational algorithms and key technologies,and the formulation of tailored social application rules.
