Role Positioning and Competitive Advantage Building of Chinese Global Governance Talent under the Global Governance Initiative
全球治理倡议的提出为重塑全球治理体系、维护人类共同利益提供了中国方案.全球治理人才作为中国深度参与全球治理、践行全球治理倡议的根本支撑,其发展关系着中国在全球治理格局中话语权的构建与影响力的提升.从全球治理倡议视角看,全球治理人才具有作为主权平等的"捍卫者"与"践行者"、国际法治的"尊崇者"与"建设者"、多边主义的"倡导者"与"协调者"、以人为本的"关怀者"与"代言人"、行动导向的"实干家"与"创新者"等角色定位.当前中国的全球治理人才发展实现了从"政策倡议"到"战略嵌入"的政策发展进阶,从"理论训练"到"实务参与"的培育体系跃升,从"被动融入"到"话语参与"的国际参与提升.但也存在制度性保障"碎片化"、复合型培养"形式化"、全球性参与"片面化",滞后于国际发展形势、新兴治理领域、国家外交布局等需求.因此,需从国家战略设计、高校培养创新、社会协同支撑三个方面提出构建具有中国特色、兼具国际竞争力的全球治理人才发展体系,为中国在全球治理人才竞争中形成优势、助力全球治理体系变革提供理论参考与实践指引.
The proposal of the Global Governance Initiative has provided a Chinese solution for reshaping the global governance system and safeguarding the common interests of humanity.As the fundamental pillar for China's deep participation in global governance and the implementation of the Global Governance Initiative,the development of global governance talent is crucial for constructing China's discourse power and enhancing our influence within the global governance landscape.From the perspective of the Global Governance Initiative,global governance talent assumes roles such as"de-fenders"and"practitioners"of sovereign equality,"adherents"and"builders"of international rule of law,"advocates"and"coordinators"of multi-lateralism,"caregivers"and"spokespersons"for a people-centered approach,as well as"doers"and"innovators"oriented towards action.Currently,China's development of global governance talent has achieved progress in policy evolution from"policy advocacy"to"strategic embedding",a leap in the cultivation system from"theoretical training"to"practical participation",and an enhancement in international engagement from"passive integra-tion"to"discourse participation".However,there are still challenges such as fragmented institutional guarantees,formalized compound training,and one-sided global participation,which lag behind the demands of international development trends,new governance fields,and national diplomatic strat-egies.Therefore,it is necessary to propose the construction of a global governance talent development system with Chinese characteristics and interna-tional competitiveness from three aspects:national strategic design,university cultivation innovation,and social collaborative support.This will provide theoretical references and practical guidance for China to gain an advantage in the global competition for governance talent and contribute to the reform of the global governance system.
