我国医疗废物处理处置国家及地方政策现状分析OA

Analysis of the current status of national and local policies on medical waste disposal in China

随着医疗行业的持续发展与医疗活动的频繁开展,医疗废物产量激增.在生态文明建设背景下,我国正构建和完善医疗废物处理处置政策体系,以应对技术与监管挑战.但目前政策框架尚在探索期,经验不足,国家与地方政策在多维度存在差异,且受多重复杂因素制约.本研究综合分析了医疗废物处理处置过程中国家及地方政策的现状,从时间线、地域分布、政策焦点等维度进行了深入探讨,并考察了医疗废物产量、处理处置技术、医疗废物处理设施及重大疫情防控等因素对政策制定与执行的影响.研究发现,不同年份的政策变迁清晰反映了医疗废物处理处置政策的发展脉络,而各地政策在数量、实施力度及未来趋势上呈现出显著的地区性差异;针对医疗废物产量稳定上升,特别是在疫情期间急剧增长,医疗废物处理处置行业的监管亟需政府加强引导与规范;同时,非焚烧医疗废物处理技术因环保和成本优势受到重视,医疗废物处理设施的建设和覆盖率取得显著进展,但地区间存在差异.基于上述分析,本研究提出了五项政策导向原则以推动技术创新和产业升级,确保医疗废物的安全管理和环境保护.

With the continuous development of the healthcare industry and frequent medical activities,medical waste production had increased drastically.Against the backdrop of ecological civilization construction,China was gradually establishing and refining its medical waste management policy framework to address technical and regulatory challenges.However,China's current medical waste management policy system remained exploratory,with limited accumulated experience.National policies and local implementation measures exhibited multidimensional discrepancies influenced by complex factors.This study comprehensively analyzed the current state of medical waste policies at national and local levels,examining differences across timelines,geographical regions,and policy focuses.At the same time,the impact of factors(i.e.,medical waste production,treatment and disposal technologies,medical waste treatment facilities,and major epidemic prevention and control on policy formulation and implementation)were also presented.The results showed that policy changes over different years clearly reflected the development trajectory of medical waste disposal policies,and local policies exhibited significant regional variations in quantity,implementation intensity,and future trends.In response to the steady increase in medical waste production,especially the sharp rise during epidemics,the regulation of the medical waste disposal industry urgently required government guidance and standardization.Meanwhile,non-incineration medical waste disposal technologies were gaining attention due to their environmental and cost advantages,and significant progress had been made in the construction and coverage of medical waste treatment facilities,albeit with inter-regional disparities.Based on the above analysis,this paper proposes five policy-oriented principles to promote technological innovation and industrial upgrading,ensuring the safe management of medical waste and environmental protection.
