大型炼化装置建设工程具有规模大、工艺复杂、高风险作业集中等特点,其安全管理面临参建主体多、责任界面模糊、安全投入不足等挑战.为解决以上问题,本文提出应用安全网格化管理模式,通过构建"项目部一级网格统筹协调+二级网格专业执行+专业网格技术支撑"的三级管理体系,明确权责划分,实现隐患排查、整改、监督的全流程闭环.该模式整合业主、总包、监理等多方力量,建立常态化协作机制,推动安全管理从被动应对转向主动防控,并通过"安全职能管理+专业管理"双轨机制提升危大工程管控水平.

The construction projects of large-scale refining and chemical plants were characterized by large scale,complex processes,and a high concentration of high-risk operations.The safety management faces chal-lenges,including multiple participating entities,ambiguous responsibility boundaries,and insufficient safety in-vestment.To address these issues,this paper proposes the application of a safety grid management model.By constructing a three-level management system of"project department first-level grid coordination","second-lev-el grid professional execution"and"professional grid technical support".This model clarified the division of rights and responsibilities,ensuring a closed-loop process for hazard identification,rectification,and supervi-sion.The approach integrated owners,general contractors,and supervisors into a normalized collaboration mechanism,shifting safety management from reactive response to proactive prevention,and enhancing the con-trol level of major hazardous projects through a dual-track mechanism of"safety function management+profes-sional management".
