Management Practices for Construction Schemes during Unit Turnarounds and Revamps in Refining and Chemical Enterprises
炼化企业施工项目具有高温高压、易燃易爆、工艺复杂、交叉作业密集等显著特征,施工方案作为项目实施的核心技术文件,其科学性、完整性和可操作性直接关系到施工安全、质量、成本与进度的综合管控效果.结合历年项目施工及装置大修中施工方案的管理经验,从前期组织策划、作业风险识别、方案编制、推演评审、审批交底、执行监督6 个核心环节,系统构建炼化企业施工方案管理体系,明确各阶段关键控制点与实施路径,并结合实践阐述管理成效进行管理提升探索,为炼化企业提升施工管理规范化水平、防范安全质量风险提供实践参考.
Construction projects in refining and chemical enterprises are characterized by high risks,inclu-ding high-temperature,high-pressure,flammability,explosiveness,complex processes,and dense cross-opera-tions.As the core technical document,the scientific rigor,completeness,and operability of the construction scheme directly impact the comprehensive control of safety,quality,cost,and schedule.Drawing on manage-ment experience from historical construction projects and unit turnarounds,this study systematically constructed a systematic management framework for construction schemes,focusing on six core stages:early-stage planning,operational risk identification,scheme preparation,simulation and review,approval and technical disclosure,and execution supervision.Key control points and implementation paths were clarified for each stage.This study also demonstrated the effectiveness of the framework through practical cases and explored pathways for further improvement,providing a practical reference for refining and chemical enterprises to enhance the standardization of the construction management and to prevent safety and quality risks.
