In the new round of homestead system reform,pilot areas in Guangdong Province have engaged in practical explorations for realizing collective ownership of homestead from three aspects:strengthening democratic management of collective ownership,advancing paid use of homestead by classification,and exploring the establishment of value-added income distribution systems.Currently,the realization of homestead ownership faces practical challenges such as inefficient democratic management,chaotic collection of paid use fees,and ineffective operation of value-added income distribution systems.In the legislation on the use and management of homestead,it is necessary to effectively distinguish between ownership functions and management authority,reasonably differentiate between legitimate paid use and the handling of historical issues related to violations,and establish a categorized establishment of value-added income distribution systems.These measures aim to establish and optimize the exercise mechanism and realization pathway for homestead collective ownership in rural areas,maximizing the functional role of collective ownership in safeguarding the residential rights of members of rural collective economic organizations,and promoting the development of the new rural collective economy.
