"放得活"又"管得住":政府作为边界与农民工创业集群成长OACHSSCD

In the context of integrated urban-rural development,the development of migrant workers'entrepreneurial clusters,as emerging market entities,holds significant importance for revitalizing county economies,promoting equal exchanges and two-way flows of production factors between urban and rural areas,and narrowing urban-rural disparities.The growth of entrepreneurial clusters is inseparably linked to government actions,and the relationship between government and market should be properly managed to facilitate cluster development.The extent of government intervention is a key variable influencing the growth of migrant workers'entrepreneurial clusters.Based on 16 cases,and employing the fsQCA method and configurational thinking,the research finds that high levels of migrant workers'entrepreneurial cluster development correspond to three types of government intervention extents:autonomous type,driven type,and balanced type.Each configuration,with its own core conditions and peripheral conditions,possesses distinct functions and applies to different stages of cluster development.To promote high-quality development of entrepreneurial clusters,governments should adopt differentiated intervention strategies for different types of migrant workers'entrepreneurial clusters.
