数字化改革赋能农民农村共同富裕的作用机理与实现路径OACHSSCD
Digital Reform Empowering Common Prosperity among Farmers and in Rural Areas:Mechanisms and Pathways
数字技术正在全球范围内驱动新一轮科技革命和产业变革,深刻重塑经济与社会发展格局.在此背景下,数字化改革不仅是对数字时代的积极响应,更成为推动农民农村共同富裕的重要路径.然而,当前关于数字化改革赋能农民农村共同富裕的内在机理与实现路径尚不明晰.研究表明,数字化改革与农民农村共同富裕在内涵上契合、在路径上相通、在价值上统一,能够通过培育产业发展新优势、重塑人力资本新价值、完善公共服务新体系、提升乡村治理新效能以及构建城乡融合新格局,为实现共同富裕提供有力支撑.基于此,从加快发展数字经济、深化乡村数字治理、持续打造数字社会三个维度,提出数字化改革赋能农民农村共同富裕的实现路径.
Digital technology is driving a new round of scientific and technological revolution and industrial transformation globally,profoundly reshaping the landscape of economic and social development.Against this backdrop,digital reform is not only a proactive response to the digital era,but also an important pathway for advancing common prosperity among farmers and in rural areas.However,the intrinsic mechanisms and implementation pathways through which digital reform empowers common prosperity among farmers and in rural areas remain insufficiently explored.This paper shows that digital reform and common prosperity among farmers and in rural areas are consistent in essence,closely linked in practice,and unified in value orientation.Digital reform can provide strong support for achieving common prosperity by fostering new drivers of industrial development,generating new value of human capital,and developing new system of public services,thus strengthening rural governance,and promoting urban-rural integration.On this basis,this paper proposes implementation pathways from three dimensions:accelerating the development of digital economy,deepening rural digital governance,and advancing the building of a digital society.
