河北省油菜生产区域比较优势分析OA
Comparative Advantage Analysis of Rape Production Regions in Hebei Province
基于2008-2023年河北省11个地级市油菜生产数据,运用生产集中度指数与综合比较优势指数模型,对河北省各市油菜生产的比较优势指数进行测算与比较.结果表明:从生产集中度看,邯郸市集中程度最高,即对河北省贡献最高.从综合比较优势指数看,邯郸、张家口、邢台、承德和石家庄市均具有显著优势,沧州、衡水市规模优势较弱,阻碍了综合优势的发挥,而秦皇岛、唐山等市综合劣势最突出.针对以上区域间的差异分区施策:建议冀中南太行山山前平原地区巩固规模化与产业链延伸,冀北高寒半干旱地区加强耐寒品种选育与生态补偿机制,黑龙港流域地区深化旱作雨养政策与盐碱地改良,其他劣势产区转向其他经济作物并加强区域协作,以促进河北省油菜产业高质量发展.
This study is based on rape production data from 11 prefecture level cities in Hebei Province from 2008 to 2023.Using the produc-tion concentration index and comprehensive comparative advantage index models,the comparative advantage index of rape production in each city in Hebei Province is calculated and compared.The results show that in terms of production concentration,Handan City has the highest con-centration,which means it contributes the most to Hebei Province.From the comprehensive comparative advantage index,Handan,Zhangjiakou,Xingtai,Chengde,and Shijiazhuang all have significant advantages.Cangzhou and Hengshui have weaker scale advantages,which hinder the full play of their comprehensive advantages.Qinhuangdao,Tangshan,and other cities have the most prominent comprehensive disadvantages.To ad-dress the differences between the above regions,it is recommended to implement zoning measures:it is suggested to consolidate the scale and extend the industrial chain in the plain area in front of the Taihang Mountains in central and southern Hebei,strengthen the breeding of cold re-sistant varieties and ecological compensation mechanisms in the high-altitude and semi-arid areas of northern Hebei,deepen the policy of dry and rainy farming and improve saline alkali land in the Heilonggang watershed area,and turn other disadvantaged production areas to other eco-nomic crops and strengthen regional cooperation to promote the high-quality development of the rape industry in Hebei Province.
