测算农业科技进步贡献率,有助于更加科学准确地衡量技术进步对农业产出增长的贡献,为评估一个地区农业发展水平和制定政策提供重要依据.为测算"十四五"规划基期宁波农业科技进步贡献率、预测"十四五"期末值,使用2008-2022年全市及9 个县级单元的年鉴数据,采用随机前沿法,分别构建超越对数函数和添加时间趋势的C-D生产函数模型,对宁波市2020 年农业科技进步贡献率进行,并预测了相应的2025年预估值.结果表明:宁波市农业科技进步对农业增长的贡献显著,2020年贡献率已超过65%,随着时间的推移,这一贡献率呈上升趋势,预计2025年将进一步提升至70%以上;资本投入在农业产出增长中发挥主导作用,而劳动力和土地投入的产出弹性相对较低;技术效率、狭义科技进步率下降或始终处于较低水平,且中性技术进步率在狭义科技进步率中占比较大.基于各要素的贡献率及其变化情况,指出了资源配置和生产效率提升的潜在改进方向,强调了新技术的应用推广对于实现农业增长的重要性,并指出农业科技进步贡献率不应作为评价科技进步对农业发展支撑作用的唯一标准,提出构建综合评价指标体系以全面评估农业科技创新效果.

Measuring the contribution rate of agricultural technological progress helps evaluate the role of technological progress in agricultural output growth more scientifically and accurately,providing an important basis for assessing the agricultural development of a region and formu-lating policies.To measure this rate in Ningbo for the start and the end of the 14th Five-Year Plan,this paper uses yearbook data during 2008-2022 at the city level and nine county-level units.Employing the stochastic frontier approach to construct a translog and a with-time-trend C-D production function,it estimates the rate for 2020 and projects the corresponding 2025 estimate.The results show:the agricultural technological progress has significantly contributed to Ningbo's agricultural growth,with the contribution rate exceeding 65%in 2020 and projected to rise further to over 70%by 2025;capital investment continues to play a crucial role in agricultural output growth,while the output elasticity of la-bor and land inputs remains relatively low;technical efficiency and the narrow technological progress rate have declined or remained at low lev-els,and the neutral technological progress rate accounts for a large proportion of the narrow technological progress rate.Based on the contribu-tion rates of each factor and their changes,potential directions for improving resource allocation and production efficiency are identified,the importance of promoting new technologies for achieving agricultural growth is emphasized,and it is pointed out that the rate should not be the sole criterion for evaluating the role of technological progress in agricultural development.The paper proposes constructing a comprehensive e-valuation index system to fully assess the effectiveness of agricultural science and technology innovation.
