多民族背景下乡村CEO的集体经济整合研究OA
A Study on Collective Economy Integration by Rural CEO Under Multi-ethnic Background—A Case Study of X Township,H City
以H市X乡为案例,通过深度访谈、实地调研和制度分析,探究多民族背景下乡村CEO在集体经济整合中的作用.该乡聚居壮、瑶、汉3个民族,发展基础差异明显,地方政府选聘具有企业背景的职业经理人担任乡村CEO,成立"强村公司",探索公司化机制统筹村集体经济的运作模式.研究发现,在乡村CEO主导下,通过"党支部引领+村委联办+公司运作+农户参与"的四维协同机制,实现了集体土地整合经营、特色产业统筹发展与村集体收入稳定增长;在"股权+分红+参与"三位一体治理结构下,推动了行政村间深度合作,调动了不同民族群体参与积极性;同时,乡村CEO通过整合电商平台、对接品牌企业、建设文旅产业,延伸农业价值链条,使集体经济具备市场化与可持续化特征.研究表明,在多民族背景下,乡村CEO不仅是组织管理者,更是制度设计者和文化协调者,其相关实践为民族地区推动资源统筹、机制重构和利益联结提供了具有现实操作性的经验样本,也为乡村CEO制度的创新及其在地化路径提供了理论支持与实践启示.
Taking X Township of H City as a case study to explore the role of village CEO in the integration of collective economy in a multi-ethnic context through in-depth interviews,field research and institutional analysis.In this township,where three ethnic groups,namely Zhuang,Yao and Han,live together,with obvious differences in development bases,the local government has selected and recruited professional manag-ers with corporate backgrounds to serve as village CEO,and set up the"Strong Village Company",exploring the operation mode of integrating the collective economy of villages through corporatization mechanisms.The study found that under the leadership of village CEO,through the four-dimensional synergistic mechanism of"party branch leadership+village committee joint operation+company operation+farmers'partic-ipation",collective land integration and management,integrated development of specialty industries and stable growth of village collective in-come have been realized;under the"equity+dividend+participation"trinity governance structure,the village collective economy has been integrated into the village economy.Under the"equity+dividend+participation"trinity governance structure,it has promoted in-depth coop-eration among administrative villages and mobilized the participation of different ethnic groups;at the same time,village CEO have extended the agricultural value chain through the integration of e-commerce platforms,docking with brand enterprises,and the construction of cultural and tourism industries,so as to make the collective economy have the characteristics of marketization and sustainability.Research showed that in the multi-ethnic context,village CEO are not only organizational managers,but also institutional designers and cultural coordinators,and their prac-tices provide practical samples for ethnic areas to promote resource integration,mechanism restructuring and benefit linkage,and also provide theoretical support and practical inspiration for the institutional innovation and localization of the village CEO system.
