Construction and Improvement Strategies of the Operation Guarantee System for Industry-education Integration Community
产教融合共同体运行保障体系是支撑共同体稳定运行的基础.基于国家政策的指引以及现实需求,运用扎根理论,通过深度访谈企业、学校等领域专家学者,提取出影响产教融合共同体运行保障的关键要素,并建立涵盖资金保障、政策保障、人员保障、评估反馈及社会权益保障的五大核心范畴运行保障体系.采用层次分析法对各级保障指标进行权重分配,构建科学有效的产教融合共同体运行保障体系,通过一致性检验,验证构建的运行保障体系的可靠性和有效性.为进一步完善产教融合共同体运行保障体系,应完善制度执行机制,强化政策保障效能;拓展多元资金渠道,增强资金保障能力;加强双向人才培养,构建稳定人才保障;构建多层次反馈机制,提高评估反馈质量;加强知识产权保护措施,提升社会价值认可度.
The operation guarantee system for industry-education integration community is the foundation for supporting its stable operation.Guided by national policies and practical needs,this study adopts grounded theory to conduct in-depth interviews with experts and scholars from enterprises,schools and other fields.It extracts the key factors influencing the operation guarantee of the industry-education integration community,and establishes an operation guarantee system covering five core categories:funding assurance,policy assurance,personnel assurance,evaluation feedback and social rights and interests assurance.The analytic hierarchy process is used to assign weights to guarantee indicators at all levels,so as to construct a scientific and effective operation guarantee system for the industry-education integration community.The reliability and validity of the constructed system are verified through consistency test.To further improve the system,measures should be taken as follows:perfect the system implementation mechanism and strengthen the efficiency of policy assurance;expand diversified funding channels and enhance funding guarantee capacity;strengthen two-way talent training and build stable personnel assurance;establish a multi-level feedback mechanism and improve the quality of evaluation feedback;and strengthen intellectual property protection and enhance the recognition of social value.
