塔里木河流域"十五五"水安全保障规划思路与主要举措OA

The Tarim River basin serves as a critical ecological barrier in China's arid northwest region and a core water source supporting the economic and social development of southern Xinjiang.Its water security is of overall and strategic significance for achieving high-quality development,high-level security,and high-level protection in the region.Based on the phased achievements made in the basin during the 14th Five-Year Plan period in areas such as enhancing flood control capacity,advancing key water network projects,improving rivers'and lakes'ecological environments,promoting water conservation and intensive utilization,strengthening institutional mechanisms and legal governance,and advancing smart water conservancy,this paper systematically analyzed the core challenges the basin faces under the new circumstances,including prominent weaknesses in flood control security,insufficient water supply capacity,sustained ecological protection pressures,an incomplete governance system,and lagging smart water conservancy development.In light of major national strategic deployments and the actual development needs of the basin,and anchored to the goal of water conservancy modernization in the Tarim River basin by 2035,this paper clarified the core positioning of the 15th Five-Year Plan period as a critical phase for advancing water conservancy modernization.It proposed a phased approach characterized by"coordinated planning,targeted implementation,quality and efficiency enhancement,and stepwise progression"and outlined phased objectives of"ensuring safety and stability,optimizing allocation,maintaining ecological health,achieving efficient management,and enabling smart empowerment".Centered on six core tasks:improving the flood control engineering system,developing the basin-wide water network,restoring river and lake ecosystems,promoting water conservation and intensive utilization,strengthening institutional,mechanisms,and legal governance,and enhancing smart water conservancy capabilities,targeted implementation measures were formulated.These measures aim to provide solid water security support for the high-quality development of the Circum-Tarim Economic Belt,elevate the basin's water governance capacity and management level to a new stage.
