西辽河流域生态调度实践与洪水资源化利用效应研究OA
Effect study on ecological regulation practices and flood resource utilization in the Xiliao River basin
西辽河作为我国北方重要生态廊道,长期面临断流与生态退化问题.本文基于2020年以来西辽河流域统一调度实践,提出"控洪、用洪、塑洪"协同的综合治理模式,探索洪水资源化利用与生态复苏融合路径.针对流域洪水特征,依托红山、东台子、德日苏保冷等水库及苏家堡、总办窝堡等拦河枢纽,构建精细化调度体系.针对不同量级洪水分类施策:大洪水以分洪调蓄为主,将洪水引入新开河及孟家段、莫力庙等旁侧平原水库,保障防洪安全并补充生态用水;中小洪水以全线过流为目标,优化生态补水流量,控制河道漫滩,维持生态主槽稳定.同时依托平原水库构建"河道侧渗+库区入渗"的地下水复合补给路径,回补超采区.2024、2025年调度实践验证了模式的可行性.2024年汛期联合调度使干流水头延伸至总办窝堡枢纽以下72.9 km;2025年汛期在"上游丰、干流枯"不利降雨格局下,实现西辽河断流27年后首次汛期全线过流,维持全线有水状态20天.研究表明:精细化水库群联合调度可实现洪水资源时空再分配,同时控制下泄流量60 m3/s左右可维持西辽河生态主槽稳定,复合补给路径为区域生态复苏提供支撑.该模式可为北方缺水地区河流生态修复提供可参考的洪水利用与控制系统解决方案.
As an important ecological corridor in northern China,the Xiliao River has long faced problems of water depletion and ecological degradation.This article was based on the practice of unified river basin scheduling since 2020.It proposed a comprehensive management model of"flood control,flood utilization,and flood tailoring"coordination and explored the integration path of flood resource utilization and ecological recovery.According to the characteristics of floods in the basin,a refined scheduling system was constructed by relying on reservoirs such as Hongshan,Dongtaizi,Derisubaoleng,as well as river blocking hubs such as Sujiapu and Zongbanwopu.Classification measures were implemented:for major floods,flood diversion and storage will be the main focus,and the floods will be directed into the Xinkai River and nearby plain reservoirs such as Mengjiaduan and Molimiao to ensure flood control safety and supplement ecological water use;the goal of small and medium-sized floods is to achieve full line overflow,optimize ecological water replenishment flow,control the river floodplain,and maintain the stability of the ecological main channel.At the same time,relying on plain reservoirs,a composite groundwater recharge path of"river side infiltration+reservoir area infiltration"was constructed to replenish overexploited areas.The scheduling practice of 2024 and 2025 has verified the feasibility of the model.In 2024,the joint scheduling during the flood season extended the head of the main stream to 72.9 km below the Zongbanwopu hub.In 2025,under the unfavorable rainfall pattern of"abundant upstream and dry main stream"during the flood season,the first flood season after 27 years of interruption was achieved,and the entire line had water for 20 days.Research has shown that refined joint scheduling of reservoir groups can achieve spatiotemporal redistribution of flood resources.Simultaneously,controlling the discharge of about 60 m3/s can maintain the stability of the ecological main channel of the Xiliao River;the composite supply path provides support for regional ecological recovery.This model can provide a scalable solution for flood utilization and control systems for ecological restoration of rivers in northern water-scarce areas.
