黄河水少沙多、水沙关系不协调是公众关注的重要问题.调水调沙是调节黄河水沙关系的主要技术手段,通过三门峡和小浪底等水库群的联合调度,成功塑造出人工洪水过程,有效达到了黄河流域防洪减灾、下游河道冲刷与河口生态环境治理等目的.2025年,黄河共进行了3次调水调沙,分别为1次汛前调水调沙和2次汛期调水调沙.根据实践数据,深度分析了黄河调水调沙在洪水控制、洪水利用与洪水塑造中的体现,3次调水调沙实现了水库排沙、下游河道冲刷的既定目标,并减轻了对水生生物及其栖息地的影响.调水调沙的成功实践,验证了以"洪水控制、洪水利用、洪水塑造"为逻辑主线的现代河流综合治理模式的可行性.通过水库群的水沙调控,将洪水风险转化为可管理的资源与生态驱动力,既实现了黄河"河床不抬高、堤防不决口、河道不断流、生态不破坏",也为多沙河流的可持续治理贡献了具有借鉴意义的方案.

The Yellow River is characterized by scarce water and abundant sediment,with an uncoordinated water-sediment relationship,which has long been a major public concern.Water and sediment regulation is the primary technical measure to regulate the water-sediment relationship of the Yellow River.Through the joint operation of reservoir groups such as Sanmenxia and Xiaolangdi,artificial flood processes have been successfully shaped,effectively achieving the goals of flood control and disaster mitigation in the Yellow River basin,downstream channel scouring,and estuarine ecological management.In 2025,three rounds of water and sediment regulation were conducted on the Yellow River:one pre-flood regulation and two during the flood season.Based on the data from these operations,this paper provides an in-depth analysis of how water and sediment regulation in the Yellow River reflects the principles of flood control,flood utilization,and flood tailoring.The three operations achieved the set goals of reservoir sediment flushing and downstream channel scouring,while mitigating impacts on aquatic organisms and their habitats.The successful practice of water and sediment regulation verifies the feasibility of a modern integrated river management model based on the logical framework of"flood control,flood utilization,and flood tailoring".By regulating water and sediment through reservoir groups,flood risks are transformed into manageable resources and ecological drivers,achieving the goals of"no riverbed aggradation,no dyke breaches,no flow cutoff,and no ecological degradation"for the Yellow River.This practice also provides a valuable reference for the sustainable management of sediment-laden rivers.
