综合防灾减灾视角下的社区韧性居民感知评价OA

Based on the connotation of community resilience towards comprehensive disaster prevention and reduction,the perception evaluation model of community resilience is constructed including self-organization ca-pability,defence capability,and adaptation capability,learning capability and transformation and enhancement capability.A case study is carried out according to the building progress of community resilience towards com-prehensive disaster prevention and risk reduction in Shanghai with the full permutation polygon synthetic indica-tor method.Finally,the analysis of factors influencing the perception level is conducted using an ordered multi-nomial logistic regression model.The results indicate that:①There is a difference between community resilience perceived and actual community resilience construction.Residents of Shanghai perceive the level of community resilience in their communities as moderate overall.Specifically,they have a relatively high perception level of the adaptation capability.However,their perception of the defense capability,learning capability,and transforma-tion and enhancement capability are rated as moderate.Particularly,residents express a relatively low perception level of self-organization capability compared to other resilience dimensions.②Perception level is affected by education,age,work experience related to disaster and emergency management,and emergency response drill participation.Especially the latter two factors express a significant positive impact.Therefore,improving dia-logue between residents and the community is necessary during community resilience building.The findings of this study can provide decision-making references for the construction and management of resilient communities.
