科层耦合:跨域环境治理中的条块交互机制OACHSSCD
Bureaucratic Coupling:The Tiao-Kuai interaction Mechanism of in Cross-Domain Environmen-tal Governance
行政边界对科层体系的分割是产生跨域环境问题的重要原因.Z省A市X区-J省B市W区的案例表明,在生态文明意识形态和同质化治污运动的背景下,发端于基层的跨域行动激活了两地的"趁势合作",进而形成了一种多层次的条块交互机制.其中,基层治理的"区块相融"、职能部门的"条线相交"、上级政府的"区块相连",承载着以组织融合、行动联合和共识整合为核心特征的治理过程,发挥着清理水面污染、制止水体污染、优化整体环境的生态功能."科层耦合"是这种立体合作关系结构的理论概括.作为一种介于协同治理和府际合作之间的治理形式,它反映了科层组织有效、持续开展跨域环境合作的整体机制,蕴含着我国科层组织的独特适应性.
The division of bureaucratic systems along administrative boundaries constitutes a major cause of cross-domain environmental problems.The case of X District in A City of Z Province and B District in S City of J Province demonstrates that,against the backdrop of eco-logical civilization and the homogenization of pollution control efforts,a grassroots-initiated cross-regional cooperation project has activated situational collaboration between the two localities,thereby forming a cross-domain Tiao-Kuai interaction mechanism.In this process,the"integration of blocks"at the grassroots level,the"intersection of lines"among functional departments,and the"connection of blocks"by higher-level governments respectively embody the core governance characteristics of organizational integration,joint action,and consensus-building,thereby fulfilling the functions of water pollution remediation,pollution prevention,and overall water environment optimization.The concept of"bureaucratic coupling"provides a theoretical generalization of this three-dimensional cooperative governance structure.As a governance form situated between collaborative governance and intergovernmental cooperation,bureaucratic coupling reflects the overall mechanism enabling effective and sustained cross-domain environmental cooperation among hierarchical organizations,while embodying the distinctive institutional adaptability of China's bureaucratic system.
