从"数字赋能"到"治理重构":政府数字化转型的演进逻辑与实践路径OACHSSCD
From"Digital Empowerment"to"Governance Reconstruction":The Evolutionary Logic and Prac-tical Pathways of Government Digital Transformation
政府数字化转型是数字时代推进国家治理体系现代化的核心命题.本文基于"历程—逻辑—展望"分析框架,从历史维度系统梳理了我国政府数字化转型的演进轨迹,建构起"价值—技术—组织—制度"四维解释框架,以揭示转型背后的复合动力机制与内在张力.研究表明,数字化转型本质上是一个价值逻辑升维、技术逻辑深化、组织逻辑重塑与制度逻辑演进相互交织、彼此调适的复杂适应过程,其间呈现效率与公平、工具理性与价值理性、科层结构与平台生态等多重张力的交织与碰撞.面向未来,应着力构建价值共生、技术赋能、组织协同、制度适配四位一体的智慧治理新范式,推动政府数字化转型从"数字赋能"向"治理重构"跃迁.
In the digital era,government digital transformation constitutes a core driver in advancing the modernization of the national gov-ernance system.Drawing on the"history—logic—prospects"analytical framework,this study systematically examines the evolutionary traj-ectory of China's government digital transformation from a historical perspective.It constructs a four-dimensional interpretive framework en-compassing"value—technology—organization—institution"to reveal the complex driving mechanisms and inherent tensions underlying the transformation.The findings demonstrate that digital transformation is essentially a complex adaptive process characterized by the dynamic in-terplay and mutual adaptation of evolving value logic,deepening technological logic,reshaping organizational logic,and transforming institu-tional logic.This process is marked by the intertwining and collision of multiple tensions,including efficiency versus equity,instrumental ra-tionality versus value rationality,and bureaucratic structures versus platform ecosystems.Looking ahead,priority should be given to con-structing a new paradigm of intelligent governance that integrates value symbiosis,technological empowerment,organizational collaboration,and institutional adaptability,thereby propelling the transition of government digital transformation from"digital empowerment"to"govern-ance reconstruction".
