低空经济的气候困局、风险演化与协同治理OA
Climate dilemmas,risk evolution,and collaborative governance of the low-altitude economy
在全球气候变化与低碳经济转型的大背景下,低空经济作为融合先进制造、智慧交通与数字治理等的新兴经济形态,正面临着前所未有的气候风险挑战.该研究基于复杂系统理论,构建低空经济气候风险分析框架,通过系统解构低空经济核心子系统——装备制造、基础设施、运行保障、应用场景与政策监管,剖析其内部子系统的互动机制以及与社会、环境系统的交互关系,深入剖析气候风险的演化机制与协同治理路径.研究发现:①低空经济系统因其垂直暴露性、能源依赖性及生态交互性,对气候变化的敏感性显著高于传统经济系统.②气候变化对低空经济的影响通过直接物理影响和间接系统干预两条路径传导,其风险呈现出短期突发性、中期系统性和长期结构性的动态演化特征.短期内,极端天气导致服务链断裂—供应链中断—公共安全事件激增;中期内,适航区域缩减引发产业链联动失效、基础设施老化加速与政策工具失灵;长期内,则因经济带迁移形成技术代际断层与制度僵化.为应对这些风险,该研究提出以"适应性-协同性-韧性"为核心的三螺旋动态协同治理框架.该框架强调:通过动态调整与技术赋能加强系统气候适应性治理;借助多元主体联动与制度创新促进系统协同治理;依托应急管理与风险防范提升低空经济系统韧性.研究旨在为低空经济系统性防控气候风险及其可持续发展提供理论支撑与实践参考.
Against the backdrop of global climate change and the transition toward a low-carbon economy,the low-altitude economy—an emerging economic sector integrating advanced manufacturing,intelligent transportation,and digital governance—is confronting un-precedented climate risks.Grounded in complex systems theory,this study constructs a climate risk analytical framework for the low-al-titude economy.By systematically deconstructing its core subsystems—equipment manufacturing,infrastructure,operational support,application scenarios,and policy regulation—the study examines both the interactive mechanisms within internal subsystems and their interactions with social and environmental systems,thereby elucidating the evolutionary mechanism of climate risks and pathways for collaborative governance.The findings reveal that:① Owing to its vertical exposure,energy dependence,and ecological interactivity,the low-altitude economy exhibits significantly greater sensitivity to climate change than traditional economic systems;② Climate change impacts are transmitted through two channels—direct physical impacts and indirect systemic interventions—giving rise to a dy-namic risk evolution characterized by short-term abrupt shocks,medium-term systemic disruptions,and long-term structural transforma-tions.In the short term,extreme weather events lead to service chain breakdowns,supply chain disruptions,and surges in public safety incidents.In the medium term,the contraction of airworthy operating spaces triggers cascading failures across industrial chains,acceler-ated infrastructure aging,and the ineffectiveness of policy instruments.In the long term,shifts in economic corridors result in technolog-ical generational gaps and institutional rigidity.To mitigate these risks,this study proposes a triple-helix dynamic collaborative gover-nance framework centered on"adaptation-synergy-resilience."This framework emphasizes enhancing systemic climate-adaptive gover-nance through dynamic adjustment and technological empowerment,promoting collaborative governance through multi-stakeholder syn-ergy and institutional innovation,and strengthening the resilience of the low-altitude economic system through emergency management and risk prevention.This study aims to provide theoretical support and practical references for the systematic prevention and control of climate risks and the sustainable development of the low-altitude economy.
