How Can the Digital Economy Alleviate Energy Poverty?

在全球化的背景下,地缘政治波动、气候变化等因素共同导致全球能源供需格局发生深刻变化,能源安全面临前所未有的威胁.数字经济蓬勃发展并加速向能源领域渗透,成为破解能源贫困问题的新兴力量.系统剖析数字经济缓解能源贫困作用机理,基于2013-2022年中国省级面板数据进行实证检验,并深入考察其非对称特征.研究发现:(1)数字经济能够显著缓解能源贫困,该结论经过内生性处理与一系列稳健性检验后依然成立;(2)数字经济通过推动能源结构转型、提升政府治理效能、增加精准就业以及强化绿色创新等多元路径缓解能源贫困;(3)在能源富集区及能源贫困程度较低的区域,数字经济对能源贫困的缓解作用更为显著,且非对称分析发现其缓解效应呈现边际递增规律——在能源贫困程度更高的地区,数字经济的改善作用反而更为明显.未来需加快构建智慧能源基础设施,实施差异化区域数字能源战略,并建立基于贫困弹性的动态政策调节机制.

Against the backdrop of globalization,factors such as geopolitical fluctuations and climate change have collectively led to profound transformations in global energy supply-demand dynamics,posing unprecedented threats to energy security.The rapid expansion of the digital economy and its accelerated integration into the energy sector have emerged as innovative forces in addressing energy poverty.This study systematically analyzes the mechanisms through which the digital economy alleviates energy poverty,conducts empirical tests based on provincial panel data in China from 2013 to 2022,and thoroughly examines its asymmetric characteristics.The findings reveal that:(1)The digital economy significantly alleviates energy poverty,a conclusion that remains robust after addressing endogeneity and conducting a series of robustness tests;(2)The digital economy alleviates energy poverty through multiple pathways,including promoting energy structure transformation,enhancing government governance efficiency,increasing targeted employment,and strengthening green innovation;(3)In energy-rich regions and areas with lower levels of energy poverty,the alleviating effect of the digital economy on energy poverty is more pronounced.Moreover,an asymmetric analysis reveals a pattern of marginally increasing mitigation effects—that is,in regions with higher levels of energy poverty,the improvement effect of the digital economy is even stronger.In the future,it is essential to accelerate the construction of smart energy infrastructure,implement differentiated regional digital energy strategies,and establish a dynamic policy adjustment mechanism based on poverty elasticity.
