Research on the Challenges of High-Quality Development in the Premiere Economy and Fiscal Strategies for Breakthrough
首发经济发轫于首店经济,经历萌芽、扩张、快速发展等多个阶段的演变,具有独特的逻辑特征和多元化的形态场景,它已成为新时期满足国民消费提质升级需求以及助力经济高质量发展的新动能.然而,在首发经济蓬勃发展之际,其"昙花一现"的流量特征、"供需失衡"的错位结构以及"过度扎堆"的集聚效应等隐忧逐渐暴露,高质量发展挑战愈发严峻,难以形成促进经济可持续增长的长久动力.深入学习贯彻2024年中央经济工作会议精神,应以更加积极的财政政策为着力点,锚定首发经济高质量发展的现实挑战,探索破解首发经济高质量发展困局的财政之道.
The premiere economy,originating from the first store economy,has evolved through stages such as germination,expansion,and rapid development.It possesses unique logical characteristics and diverse forms and scenarios,serving as a new driver in the new era to meet the demand for upgraded national consumption and support high-quality economic development.However,as the premiere economy flourishes,underlying concerns such as its flash-in-the-pan traffic characteristics,the supply-demand imbalance mismatch structure,and the excessive concentration agglomeration effect have gradually surfaced.The challenges to its high-quality development are becoming increasingly severe,making it difficult to form a lasting force for sustainable economic growth.Deeply studying and implementing the spirit of the 2024 Central Economic Work Conference,this research focuses on adopting more proactive fiscal policies,pinpoints the practical challenges of high-quality development of the premiere economy,and explores fiscal strategies to overcome the difficulties in achieving high-quality development of the premiere economy.
