How Hot Searches Drive Public Policy?

作为中国政治传播生态中的一个关键变量,热搜深刻影响公共政策,但二者之间的逻辑理路尚不清晰.基于注意力演化,可以建构一种适用于社交媒体时代的分析框架,将热搜驱动公共政策全过程分为形成、转译、政策三个阶段.其中,形成阶段是个体注意力集聚成群体注意力,累积注意力势能,构成问题源流的过程.转译阶段是群体注意力内化为政府注意力的过程,包括制度化和非制度化两种路径,需要重点关注议题筛选和成本考量两大问题.政策阶段是政府注意力外显为公共政策的过程,包括事本主义、举一反三、舆情疏导三种策略.通过系统探究热搜如何驱动公共政策,能够有效廓清二者之间的逻辑理路.

As a key variable in China's political communication ecosystem,hot searches profoundly influence public policy,yet the logical pathways between the two remains unclear.Based on the e-volution of attention,an analytical framework applicable to the era of social media can be construc-ted,dividing the whole process of public policy driven by hot search into three stages:formation,translation,and policy.Among them,the formation stage is the process that individual attention gathers group attention,accumulates attention potential energy,and constitutes the source and flow of issues.The translation stage is the process of internalizing group attention into government attention,including institutionalized and non-institutionalized pathways,requiring a focus on two major issues:issue screening and cost considerations.The policy stage is the process of the govern-ment attention explicitly becoming public policy,which includes three strategies:issue-oriented re-sponses,extrapolative reasoning,and public opinion guidance.By systematically exploring the whole process of public policy driven by hot search,the logical pathways between the two can be ef-fectively clarified.
