乡村人才发展现状与优化路径探析OACHSSCD

Analysis of the current situation and optimization path of rural talent development

中国乡村人才队伍建设肩负着推动乡村振兴战略深入实施的核心使命.本研究基于乡村人才类别划分,系统梳理当前乡村人才队伍建设的现实图景,结合全国典型案例总结各类人才培育机制的特征与模式.我国乡村人才存在总量不足、结构失衡等问题,但整体呈现稳步发展态势.各类人才培育机制呈现出差异化特征,生产经营人才依托政校企协同的系统性培育,二三产业人才注重创新融合驱动的在地化培育,公共服务人才强调赋能优化的全链条式培育,治理人才依赖双向联动的协同式培育,科技人才则突出地方实践引领的制度化培育.加强系统性制度建设、完善协同机制与标准体系、实施精准分类培养策略,有助于推动乡村人才振兴发展.

The construction of rural talent team in China bears the core mission of promoting the in-depth implementation of the rural revitalization strategy.Based on the classification of rural talents,this paper systematically analyzes the current reality of ru-ral talent team construction,and summarizes the characteristics and modes of various talent cultivation mechanisms in combina-tion with national typical cases.There are some problems such as insufficient quantity and structural imbalance,but the overall situation shows a steady development trend.The cultivation mechanisms for different types of talents exhibit differentiation:pro-duction and management talents rely on the systematic cultivation of government-school-enterprise coordination;talents in second-ary and tertiary industries focus on the local cultivation driven by innovation and integration;public service talents emphasize the full-chain cultivation of empowerment and optimization;governance talents rely on the two-way linkage collaborative cultivation;scientific and technological talents highlight the institutionalized cultivation led by local practice.It proposes strengthening the sys-tematic system construction,improving the coordination mechanism and standard system,and implementing the precise classifica-tion training strategy to promote the revitalization and development of rural talents.
