凡口铅锌矿作为国家级绿色矿山和资源枯竭型危机矿山,其资源整合对区域经济发展和国家能源资源基地建设具有重要意义.本文基于凡口矿区资源整合案例,系统分析了矿区矿业权分布、资源禀赋及开发规划,结合山西煤炭资源整合、云南个旧锡矿整合等国内外典型案例,探讨了永久基本农田重叠、夹缝区段等政策与技术难题的解决方案.研究表明,通过矿业权优化、技术创新、政策突破及跨行业经验移植,可实现资源高效利用与绿色开发的协同发展,为同类危机矿山的资源整合提供多维度参考范式.

As a national-level green mine and resource-depleted crisis mine,the resource integration of Fankou Lead-Zinc Mine holds significant importance for regional economic development and the construction of national energy resource bases.Based on the case study of resource integration in Fankou Mining Area,this paper systematically analyzes the distribution of mining rights,resource endowment,and development planning of the mining area.By drawing on domestic and international typical cases such as the coal resource integration in Shanxi Province and the tin mine integration in Gejiu,Yunnan,it explores solutions to policy and technical challenges including overlapping permanent basic farmland and fragmented zones.The research demonstrates that through optimization of mining rights,technological innovation,policy breakthroughs,and cross-industry experience transfer,the synergistic development of efficient resource utilization and green development can be achieved.This provides a multi-dimensional reference paradigm for resource integration in similar crisis mines.
