高水平保护和高质量发展视域下区域水资源脱钩路径研究OACHSSCD
On the Decoupling Path of Regional Water Resources from the Perspectives of High Level Protection and High-Quality Development
"水资源脱钩"是我国水治理高水平推进过程中出现的新形势,是"水达峰"后我国统筹高质量发展和高水平保护需要深入研究的新问题.立足系统论,从水资源高水平保护和经济高质量发展的角度对水资源脱钩机制进行研究.通过分解、归纳、综合、分析的研究路线,构建了30个省(区、市)水资源可比价投入-产出模型,利用结构分解分析(SDA)对驱动水资源脱钩的因素进行分解,并在高水平保护和高质量发展的角度进行归纳综合分析,得出各省(区、市)三个时间段各因素贡献的脱钩力值.研究发现,我国不同时间段的脱钩力出现明显差别.我国脱钩力演变呈现阶段性特征:2007-2012年表现为由技术进步驱动向发展质量提升驱动过渡的路径,2012-2017年和2017-2022年则演化为由实际节水技术驱动与发展质量提升驱动的双轮驱动格局.保障国家粮食安全是造成用水脱钩路径差异的重要因素,发展质量较高的省(区、市)用水脱钩路径相对较为独特,实际节水技术进步发挥着用水脱钩"压舱石"的作用.
"Decoupling of water resources"is a new situation that has emerged in the high-level promotion of water governance in China.It is a new issue that needs to be deeply studied in order to coordinate high-quality development and high-level protection in China after"the water reaches its peak".Based on systems theory,it studies the decoupling mechanism of water resources from the perspectives of high-level protection of water resources and high-quality economic development.By constructing a research route of decomposition,induction,synthesis and analysis,a comparable input-output model for water resources in 30 provinces is constructed.Structural Decomposition Analysis(SDA)is used to decompose the factors driving water resource decoupling,and from the perspectives of high-level protection and high-quality development,induction and synthesis are carried out to obtain the decoupling force values contributed by each factor in three time periods of each province.It is found that there are significant differences in decoupling force at different time periods in China.The evolution of China's decoupling force exhibits stage-specific characteristics:from 2007 to 2012,it transitioned from a path driven by technological progress to one driven by improvements in development quality,while from 2012 to 2017 and from 2017 to 2022,it evolved into a dual-wheel drive pattern driven by practical water-saving technologies and enhancements in development quality.Ensuring national food security is an important factor contributing to the differences in water decoupling paths.Provinces with higher development quality have relatively unique paths of water decoupling.The actual progress of water-saving technology is playing the role of a"ballast stone"for water decoupling.
